The resolution calls upon the Republic of Cameroon to respect the rights of the people of Southern Cameroons and calls for an immediate end to the arbitrary arrest, detention, and imprisonment of activists.
Below is a Member Resolution as presented and adopted before the IX UNPO General Assembly held during 16-17 May 2008 in Brussels, Belgium:
IX UNPO General Assembly 16 - 17 May 2008, Brussels Belgium Member Resolution introduced by: Southern Cameroons DISTURBED by the annexation, colonial occupation and heavy militarisation of Southern Cameroons by la Republique du Cameroun, a gross violation of international law and colonial boundaries inherited at independence; ALARMED by the growing systematic and wanton repression, arbitrary arrests, detention and imprisonment of SCNC activists; the total absence of freedom of association, opinion, expression, and the constant extra-judicial executions of innocent Southern Cameroonians, notably prisoners of conscience, by the forces of la Republique du Cameroun thus putting life and security of persons in grave danger, especially within the months of May, September and October; DISTURBED by the rapid rise in the number of educated young Southern Cameroonians fleeing their homeland as a consequence of the rising political insecurity and lack of opportunities for self fulfilment and the failure of the democratic world to protect these victims of political persecution thus the increase in forceful repatriation by western Governments, itself a violation of the rights of the victims under international obligations; MINDFUL of President Paul Biya’s manipulation and determination to impose an autocratic constitution on Southern Cameroonians as his predecessor, President Ahidjo did in 1972 thus balkanizing the Southern Cameroons and sustaining annexation and colonial occupation;
NOTING that in spite of the growing number of deliberate acts of provocation, such as frequent arbitrary arrests, summary executions, looting, raping and other acts of intimidation, intolerance and impunity systematically carried out by the occupation forces against Southern Cameroonian people the SCNC has remained faithful to its ideology of non-violence; COGNISANT of the fact that the Southern Cameroons was a distinct UN Trust territory under United Kingdom Administration and never an integral part of the trust territory of Cameroun under French Administration which became independent as la Republique du Cameroun on Jan. 1, 1960; TAKING JUDICIOUS NOTE of African Union’s declaration on the immutability and inviolability of colonial boundaries inherited at independence, and making it an obligation for signatories to the Charter to assist peoples and nations under foreign domination and alien rule to realize their inalienable right to self-determination and sovereign independence; UNDERLINING that the UN has declared annexation and alien domination a crime against humanity and threat to world peace, thus making la Republique du Cameroun’s exercise of sovereignty over Southern Cameroons a breach of international law, illegal, null and void; REITERATING UNPO’s firm commitment to the right to national self-determination of all peoples, democracy, conflict prevention as the logical instrument of building enduring peace, justice, and international cooperation amongst peoples and nations, large and small; Therefore, we, the UNPO General Assembly:
UNEQUIVOCALLY DECLARE solidarity with the SCNC and the Southern Cameroonian people in their pacific struggle to restore their statehood and sovereign independence, build a democratic society and be masters of their own destiny; SOLEMNLY CALL, as a matter of urgency, on the European Parliament to debate the growing explosive situation between the Southern Cameroons and la Republique du Cameroun and urge the European Union, to mediate now to avoid the costly mediation of tomorrow on mass graves; CALL UPON the UN to take full responsibility for and complete its task of effective decolonization of Southern Cameroons in conformity with Art. 76(b) of the UN Charter and UN GA Resolution 1514 of 1960 before its 2nd Decade on the eradication of all forms of colonialism runs out; CALL UPON the UN to admit Southern Cameroons as a member of its World Body of sovereign nations.
