These papers were prepared by Anthony Regan for the Bougainville Technical Team, initially for use in briefing a meeting of the Joint Bougainville Assembly (combining the assemblies of the Bougainville People's Congress and the Bougainville Interim Provincial Government) held in Arawa on 29 August 2001 (the day before the signing of the Agreement).
