Ingushetia: Parliament Considers Situation in Ossetian-Ingushetian Conflict Zone Critical

Parliament of Ingushetia criticized sharply position of North-Ossetian authorities concerning problems in connection with elimination of consequences of the conflict in 1992.

Parliamentary statement on the critical situation in connection with elimination of consequences of Ossetian-Ingushetian conflict in October-November 1992 was published by republican electronic and printing mass media in the end of last week, and it became at once subject of discussion at different internet forums. Looked through many comments on the statement of Ingushetian parliament, a REGNUM correspondent found only one opinion, loyal to position of the both sides – Ingushetian and Ossetian. Biggest part of comments on Ossetian and Ingushetian sites demonstrates high level of intolerance between interested sides of situation, arising around returning of forced migrants, as well as no wish to compromise. REGNUM may not cite such comments in accordance with Law on Mass Media. Hereafter, main ideas of the above-mentioned statement are cited.

First of all, the parliament maintained that process of elimination of consequences of Ossetian-Ingushetian conflict in 1992, has been insensibly stagnating for last one and a half years. Because of active counteracting of North Ossetian authorities, privately supported by some top-level federal officials, to returning of forced migrants to their previous places of living, practical solution of the question is replaced by permanent reorganizations of involved state structures, and producing of more and more new agreements and protocols, useless for elimination of sufferings of thousands of Russian citizens, devoid of their homes and constitutional rights, stressed the parliament. Deliberate politics of sabotage of activity, aimed at post-conflict relations’ settlement between two republics and peoples, and wish “to cover”, “to bury” the problem, in order to achieve liquidation of temporary places of forced migrants’ compact living, their dispersion, without creation of real conditions for their home return, are evident. It is expected, people, suffering from difficulties and tired of waiting for positive changes, will agree with any variant of settlement.

Ingushetian MPs believe one more fraud of Ingushetian people takes place with consent and participation of South Federal District’s leadership, and order of Russian president to finish elimination of consequences of Ossetian-Ingushetian conflict in October-November 1992 till end of year 2006, is really threatened. In its appeal to Russian president from 16.02.2006, Ingushetian parliament acknowledged, that protocol of session, signed by presidential plenipotentiary representative in South Federal District on 08.02.2006, contains measures to settle conflict consequences, which, nevertheless, are not only uncertain and unreal, but openly biased… Principal miscalculations of the document, used as basis for fulfillment of the Russian president’s order, are evident, and it is obvious, in case of its realization neither stable peace nor real good-neighborliness between neighbor peoples will be achieved. In current critical situation, Parliament of Ingushetia considers it to be necessary to conduct together with Ingushetian president, additional consultations on immediate direction of post-conflict relations’ settlement to objective-constructive and dynamic channel. Republican MPs reserved their right to make all possible political-legal steps, which might contribute to quickest and comprehensive overcoming of sequences of Ossetian-Ingushetian conflict in October-November 1992.
