General Resolution: Adopted Unanimously on 26 June 2005
by the VII UNPO General Assembly
The VII General Assembly of the Unrepresented Nations and Peoples Organization,
convened in The Hague from 24 to 26 June 2005,
Expresses gratitude
to UNPO Members and partners, including the International Federation for
the Protection of the Rights of Ethnic, Religious, Linguistic and Other Minorities,
the Transnational Radical Party and the Taiwan Foundation for Democracy; for
the invaluable support in financial and human resources to re-build and re-launch
the organisation; and for giving voice to UNPO Members in international fora,
including at the UN;
Welcomes
the new Members that have joined UNPO since the VI General Assembly;
Salutes
the Members of UNPO who are struggling for political, civil, economic, social
and cultural rights around the world, to defend and uphold the cause of freedom,
justice, peace and dignity of individuals and peoples;
Pays homage
to the voices of the victims of all forms of oppression, foreign occupation
and alien or cultural domination, and other violations of International Law and Human
Rights that is taking place in many parts of the world, and all those who
struggle against these injustices through non-violence, dialogue and civil
struggle;
Recommits itself
to the values of the right to life, freedom, justice, peace, non-violence
and democracy as enshrined in the Covenant of UNPO;
Reiterates its commitment
to reject and end the indiscriminate use of violence, including all forms
of terrorism;
Condemns
All states, corporations and others entities who perpetrate oppression and
gross human rights violations against the Peoples who are fighting for freedom,
democracy and justice;
all attempts at the execution of the War on terrorism in such a way as a
pretext to criminalize struggles for freedom and justice;
Calls upon
the international community to actively support struggles for freedom, justice,
non-violence and democracy in every part of the world, and particular in accordance
with the specific member resolutions adopted at this VII General Assembly.
Realising
the need to re-structure our organization to effectively meet the challenges
and opportunities of the 21st century;
Convinced
of the urgency to embark on a reform process that will reposition the organization
to tap on a network of partners in order to support UNPO financially and through
partnership in the major activities; and prepare an International campaign
in support of the goal to obtain a Observer Status for UNPO in one of the
bodies of the United Nations;
The VII General Assembly hereby decides
to appoint a Presidency of the General Assembly composed of a maximum of
ten Members to work with the Chairpersons to guide, oversee and assist the
Secretariat in preparing reforms and running the activities of UNPO during
the transitional term until the VIII General Assembly;
to mandate the General Secretary to set up a Committee of Experts with the
task of preparing, within six months, a first draft proposal for reform of
the organization and to prepare a Final Draft Proposal for consideration by
the VIII General Assembly, for the month of October 2006, in Taipei, Taiwan,
after ample consultation with Members;
to empower the General Secretary to assign two Assistant General Secretaries,
indicated by the General Secretary, to share all responsibilities and duties
of the General Secretary;
to mandate the General Secretary to reconstitute the Board of the UNPO Stichting,
in consultation with the Chairpersons of the General Assembly and the legal
advisor.
The provisions of the Covenant relating to the functions and powers of the
Steering Committee shall remain suspended until the VIII General Assembly,
in order to prepare a proposal for reform of the organisation, while running
the affairs of the organisation as effectively and economically as possible.
