Acheh/ Summatra
DEMANDS that the United States (US) government and the European
Union (EU) condemn the government of The Netherlands for failing to exercise
its responsibility toward Achehnese independence.
DEMANDS the Indonesian government totally withdraw their military
and police from Acheh as soon as possible.
URGES the US government and the members of the EU to review
their policies toward Indonesia and to help Acheh regain its independence.
Cabinda
CONDEMNS all human rights abuses, committed in the Territory
of Cabinda by the government of the Republic of Angola.
CALLS ON the government of the Republic of Angola to respect
the Cabindan peoples’ human rights and their right to self-determination.
CALLS ON the conflicting parties and in particular, the government
of the Republic of Angola to urgently commit them to a peaceful solution of
the conflict currently taking place in Cabinda, through negotiation.
CALLS UPON the companies operating in Cabinda to respect the
people of Cabinda’s right to manage and control natural resources on their
land.
APPEALS to humanitarian organisations and governments to come
to the aid of the Cabindan refugees in the Democratic Republic of Congo, Republic
of Congo Brazzaville and elsewhere, who are living under hardship conditions
without educational facilities and who are left to their own devices.
EXPRESSES the need for an UNPO mission to be sent to Cabinda
to assess conditions of the people.
Chechnya
DEMANDS that Russia respects and abides by a political and
peaceful way of solving the conflict with CHRI, and comply with international
law and international conventions.
SUPPORTS the proposals by the CHRI for the peaceful solution
of the Russian-Chechen conflict and for a peaceful settlement and a political
dialogue according to the earlier decisions by the UN, OSCE and the Council
of Europe.
Eastern Turkestan and Tibet
CALLS UPON the United Nations Commission on Human Rights to
censure the People’s Republic of China at its 57th session for committing
gross and systematic violations of human rights and fundamental freedoms of
the Tibetans and Uyghurs and welcomes the decision of the United States government
to submit a resolution on China at the UN Commission on Human Rights.
CONDEMNS policies of the People’s Republic of China that
threaten the survival of the cultural, religious and national identity of Tibetans
and Uyghurs.
CALLS UPON British Petroleum to withdraw from PetroChina due
to deep concerns about PetroChina’s activities in Tibet and Eastern Turkestan
and opposes PetroChina’s plans on the Sebei-Xining-Lanzhou gas pipeline
in North Eastern Tibet.
CALLS UPON BP Amoco head John Browne to withdraw from investment
in PetroChina and to take immediate steps to ensure that none of its investments
will be spent on the exploitation of oil reserves in occupied Tibet.
URGES the government of the People’s Republic of China
to open negotiations without pre- conditions with the Tibetan Government in
Exile under the leadership of His Holiness the Dalai Lama to reach a mutually
acceptable solution on the Tibetan issue.
Ingrian Finns
URGES the government of Russia to return to Ingrian Finns the
status of indigenous peoples of the Russian Federation.
Northern Osseita: Ingushetia
DEMANDS the immediate return of all exiled Ingushetians to
their former places of residence.
DEMANDS compliance with all international legal provisions
as well as all constitutional provisions of the Russian Federation in respect
of the Ingushetians.
Karenni States
CONDEMNS the Burmese SLORC Government and the military for
their occupation of the Karenni State and for their rampant violation of the
Karenni People’s right to self- determination and national independence.
CALLS ON the Burmese SLORC Government and military to stop
violating the human rights of the Karenni and unconditionally to start negotiations
with the Karenni Government regarding the restoration of the independence of
the Karenni State.
APPEALS urgently to the international community to take concrete
measures to end the occupation of the Karenni State by the Burmese SLORC Army.
REQUESTS the General Secretary of the UNPO to organize a fact-finding
human rights mission to the Karenni State.
VOWS to continue its support for the Karenni State.
Nagalim
WELCOMES the peace process between the government of India
and the NSCN which has led to a cease fire between the two entities and which
is intended to lead to a lasting and just resolution to the conflict.
REAFFIRMS its support of the struggle for self-determination
of the Naga people.
Ogoni
CONDEMNS the reported efforts by Shell to resume their operations
in Ogoni without righting the wrongs of the past and reaching an agreement with
the people.
CALLS ON the government of Nigeria and Shell to take advantage
of the improved political space in Nigeria to take concrete steps towards solving
the problems of the Ogoni people and other peoples of the Niger Delta.
ENJOIN all members of the UNPO to continue to pressure Shell
and the Nigerian government to respect the Ogoni people’s rights including
their right to a safe and clean environment, self- determination, and the resources
of their land.
Subcarpathian Rusyns
URGENTLY DEMANDS the Ukraine government to discontinue the
policy of ethnocide of the Rusyn people and falsification of their history and
to recognise the desire of the people of the historical Ruthenia (Subcarpathian
Russ/Ruthenia), as expressed in the results of the referendum of 1 December
1991, (78% in support) as confirmed by the Regional Parliament, to restore the
autonomous status of the historical Ruthenia (Subcarpathian Russ/Ruthenia),
presently forming the Subcarpathian (province) of the Ukraine.
Shan
URGES the Burmese military regime to immediately withdraw all
its military forces and administrative apparatus from the Shan States.
URGENTLY CALLS on the Burmese military regime to stop its gross
human rights violations, including genocide, cultural genocide, ethnic cleansing
and population transfers perpetrated against the people of the Shan States.
CALLS UPON the Burmese military regime to respect and honour
the rights of self- determination and sovereignty of the people of Shan States
and implement measures for a peaceful transfer of sovereign power to the Shan
people.
South Moluccas
DEMANDS the Indonesian government to remove the Laskar Jihad
and ensure that security forces are capable of protecting both communities in
Malaku.
DEMANDS the Indonesian government ensure security for international
humanitarian workers supporting refugees.
RECOMMENDS an examination of the possibility of convening a
special tribunal to try perpetrators of gross violations of human rights.
Small Indigenous Peoples in Dagestan
APPEALS TO the governments of the Russian Federation and the
Republic of Dagestan with an urgent proposal to give each small indigenous peoples
of Dagestan the possibility to determine their nationality in the upcoming population
census of 2002 in accordance with the provisions of the Constitution of the
Russian Federation.
Kumyk
APPEALS TO the government of the Russian Federation with the
demand to call the Ministry of Justice of the Republic of Dagestan to account
for the infringement of the provisions of the Constitution of the Russian Federation
concerning the registration of the Kumyk National Movement Tenglik.
CALLS UPON the government of the Russian Federation to recognize
KNM Tenglik as a non-governmental organization.
APPEALS TO the governments of the European and Asian states
with the request to include in their constitutions, provisions concerning official
recognition of the rights of indigenous peoples without statehood and to adopt
legislation concerning non-governmental organizations representing the interests
of small peoples without any form of national statehood.
Zanzibar
REQUESTS the Tanzanian government to immediately enter into
serious dialogue with the Civic United Front (CUF), with the goal of developing
a mutually acceptable process for new elections in Zanzibar in the shortest
time possible. The discussion should also include reform of the Election Commission
(resulting in the appointment of a new commission), the judiciary and the constitution
of Zanzibar.
SUPPORTS the calls for the United Nations Commission on Human
Rights and the United Nations High Commissioner for Human Rights to convene
an independent commission to investigate the causes of the conflict and violence
leading to and following the presidential elections in Zanzibar.
SUPPORTS the calls for the United Nations Special Rapporteur
on Torture to immediately undertake a mission to Zanzibar to investigate allegations
of widespread torture.
ENCOURAGES all UNPO members to take united and separate actions,
such as contacting the Tanzanian authorities in support of the above rights
of peoples |
