Speech, Zia Sadr Al Ashrafi

Iran has a surface area of 1 648 195 km² (what represents 1/6 of Canada). It was the cradle of the second older age of the world (civilization Elamite), after Iraq (Sumerians civilization), next to dimensions of, Egypt China, India and Turkmenistan.

This country, because of its geographical site, located between two seas, was used as a bridge between these two seas. Consequently, immigrant ethnos groups where the conquerors that came from north to the south, the east in west or the west in the east have to cross this area and possibly settled there. For this reason, Iran was always a ground made up of several ethnos groups and cultures.

   With the exception of Baloutche Bara Today (Dravidians), all the other people are immigrant people; they have creates the culture and the civilization which became those of Iran.
   According to historical writings', the governmental system was created around 2850 before J-C, and since, three kinds of systems of State were created.

1)    When the country was composed independent kings living in cities (Moluk-otavayef) or (KHAN-KHANI) During the Elamite time, which lasted nearly 750 years, just like in the Greek cities, the states were independent and we could note a mark of independence between the states. (Between the dynasties, several states were creating).
2)    The time "King of the kings". (Traditional Federal state). States unifying gradually, Iran creates a federal state or each king kept his capacity but the "emperor" controlled the kings. The first king of the kings was PUZUR into 2100 before J-C. With the museum of the Louvre, its sculpture is represented there like its shelf.
      It gathered 60 States/city. This system lasted until 640 before J-C. (That lasted    1460 years.)
      The time of the Persian Empire (550 - 330 before J-C = 220 years)
      Parthes (140 before J-C - 224 after J-C = 360 years)
      The Empire Seljuk ides (1037 - 1300 = 263 years)
      Iran was controlled in different federal systems during 2300 years. Since the time        Seljuk ides (1037) until 1925, Iran was called "the countries protected".  (MAMALEK-E-MAHRUSSE)

3)    The time of centralized monarchy. After Seljuk ides and before Islam (SASSANIDES), Iran became a centralized monarchy. Aristote and Montesquieu called it the Oriental despotism.

Therefore, of the three kinds of states, the most suitable system for a country such as Iran which holds account of its ethnic and cultural structures is the Federal state.

The times more flowering, culturally, were the Federal time and that of the States Independents.

In XIXe and XXe century, Iran it is found face to face, with the Western world; and the first constitutional law was founded in 1906.

Iran was then a government decentralized (the laws of the provinces and their capitals: (IYALATI VELAYATI). But when the First World War burst and that the Red October occurred in 1917, parliamentarism independent of the state in Iran could not remain in place. A dictatorial system took seat with the means of a coup d'état to compete and survive “vis-à-vis” the Bolshevik system. The ideology of a kind of nationalism based on the Aryan races and, a language and single culture, that of Persia.

This ideology has like reference the Pan-Germanism of Willem II and later, the influence direct of the Nazism of Germany. The name “Iran” officially became to use by the state Mongolian, in XIIIe century. The king Pahlavi I indicates that Iran is the country of the Arien people. Consequently, all the other ethnos groups are foreigners, including the Semites and Turkish. It was the problem of Iran, since 1925, that of a centralized, mono-cultural and mono-ethnic state in a multicultural country and multiethnic.

As long as this cultural apartheid (Panfarsisme + Schisms to politicize) and Aryan racism will exist in this country, this problem will persist. In front of this problem, two solutions are possible,

1)    The will of the independence of the oppressed people. Who composes 68% of the Iranian population according to statistics' www.ethnologue.com/iran. According to these same statistics, only 35% of Iranian are Persians, would be 22 million. In Iran, there are 70 languages/dialects. The people dominating in a number, in Iran are the Turkish people Azerbaijanis with 37% of the population, that is to say 23 million. (The Kurds are 5 million; At the time and Laks: 4,2 million; Arabs, Gilaks, Mazandéraniens, Baloutches and Turkmen’s: between 2 and 4 million) and others.  Because of more than 81 years of repressions, a part of the people seeks independence while separating from Iran.
2)    The federal state: Other parts of the oppressed people would like the state federal where each people could even control by them and, together, creates a modern federal state. Personally, I am of this opinion.

The current state of Iran which mixes Panfarsisme of Ancient Régime with the politicized schism, will not allow this change in favors of a democracy based on the basic human rights: the equality {in rights and duties} between the woman and the man; a justice to remove poverty in a rich country such as Iran and the equality of the banished languages, until today, of 65% of the Iranian population; as well as freedom of the religious or political belief. Except the atheists, and “Ahle-Hagh”, they remain 400 different miles religious minorities: (Bahaï, Christians, Jews, Zoroastrians and Yazidi or Sobi).
