At a session of the Parliamentary Assembly of the Council of Europe in Strasbourg on January 25, Georgian President Mikheil Saakashvili will announce a conflict settlement plan jointly developed by NGOs and government experts for the breakaway regions of South Ossetia and Abkhazia.

"The plan implies the formation of a state with a federal system," Saakashvili's advisor Soso Tsintsadze told Interfax.

He said that at this stage special emphasis is being put on the settlement of the Georgian-Ossetian conflict.

He said Tbilisi finds it most acceptable to offer South Ossetia the status of a federation member.
