On 5 January 2005, a delegation from the Kurdistan Referendum Movement (KRM) presented the UN Office of the High Commissioner for Human Rights (OHCHR) with a petition calling for a referendum on the future of southern (Iraqi) Kurdistan signed by 1,732,535 residents of southern Kurdistan of voting age.

The KRM delegation was composed of Halkaut Abdulla, Fauzi Atrushi, Barzan Hamasour, and Mrs. Koshi Schawki. They officially presented the UN OHCHR with the petition and requested that the question of Referendum of Iraqi Kurdistan be added to the annual agenda of the conferences of the Commission and Sub-Commission on human rights for 2005.

Additionally, the KRM delegation presented the UN OHCHR with a memorandum providing background to the petition which addressing a number of matters of concern to the people of Kurdistan. The memorandum began by stating that the Kurdish people believe in diversity, religious tolerance, freedom of women and all secular democratic rights enjoyed by free and democratic societies. It continued by asserting that the Mosul Vilayat Southern Kurdistan was illegally annexed to Iraq in violation of international law and the wishes of its residents. It further outlined violations of the rights of the Kurdish people by successive Iraqi governments, culminating in the campaign of genocide against the Kurds that occurred in 1987 and 1988.

Citing instances in which the UN has helped the Kurds in the face of adversity, as well as expressing disappointment with the lack of recognition of Kurdistan and the Kurdish people in UN Security Council Resolution 1546, the memorandum requests UN sponsorship of the southern Kurdistan referendum.
