The opposition candidate Sergei Bagapsh said yesterday that the election commission in the breakaway Abkhazia region of Georgia had declared him the winner of the October 3 presidential election.
The election fell into confusion when officials repeatedly delayed announcing the winner, although they acknowledged that Mr Bagapsh was in the lead.

Interfax news agency reported that the ruling that Mr Bagapsh had 50.8% of the vote, enough to avoid a run-off with Raul Khadzhimba, was a majority decision. Mr Khadzhimba, who was supported by the outgoing president, had complained of violations.
